Our Humane Societies get tax dollars. They get private donations and are not-for-profit so they don't pay property taxes or any other kind of tax like vets do. No vet I know of gets funded by the State or Feds or get private donations. So, that's how low-cost places like shelters 'cut' costs. At the animal welfare shelter I volunteer at, they have THREE people doing the spay/neuters. Two are vets and one is a vet tech.
