Having no fenced yard does make a difference and requires diligence and a lot of extra time from you. Take him out every 2 hours to potty. I have no idea what the problem with him using pee pads would be. That's what they are for. I always have them down for mine especially when I am not home. Never know when they get caught short. Not offering an alternative such as pee pads will only create more housebreaking problems.
As I don'tlike getting locked out of my bathroom myself for long periods of time, I don't ever recommend crate training cruelty for potty training. You could create a problem where he will potty in the crate all the time and you can be blessed with having to clean that up.
