Because the liver's function is to remove toxins from the body. In a 'rather safe than sorry' mentality, it isn't advised to give it to puppies, sickly or very old dogs.
And if you think about it, with all the hormones and pesticides and chemicals in the livestock's food, their liver is bound to have residues.
