The problem with this is it might give people a false sense of security. Remember, breeders who sell directly to the public, and over the internet, do not need to be listed with the USDA, only those who sell to pet stores or brokers. The ASPCA has found that the conditions of mills for that type of breeder are even worse, because there are no regulations or inspections ever. So USDA breeders are not the worst of the worst! The ASPCA is trying to change this by having breeders who sell over 50 dogs yearly be listed with the USDA; this thread has more information.
