If possible try to find out how much leg room you will have. I think I would go for a small carrier now and a bigger one later. You don't want to get to the airport and find out it won't fit I have a friend who uses a diaper bag for her dogs and keeps bottled water, puppy pads, toys, treats etc in it and it seems to work great.
