If parti mix Skyes were being exploited like the YOrkie parti breeders are doing, you can bet your boots and DQ would be in effect. But they would do it before the horse got out of the barn.
It is a blessing that the Skye breed is un-popular. Most people have never even seen one in person, only in pictures. |  I owned a Skye about 35 years ago. It is a very sweet breed. Back then I had some close friends that showed them. You hardly saw them in the ring back then.
