I think if you yourself are educated about the health needs of small dogs then you can ask the right question when you "interview" the vets. After a brief interview with the front office about the vets credentials and how many small dogs, preferably yorkies are in the practice and whether the vet or any staff member owns one, I would ask for a complimentary conslutation to get a feel for the doctor and the office.

I would ask for a tour and see whether his equipment is new and state of the art and if he staffs so that he has assistants during procedures. I would also ask him about his policies on vaccinations and whether he uses lepto, when he recommends neutering and spaying and what kind of anesthesia he reommends for little dogs...those kinds of things. Of course you need to know the "right" answers to judge his knowledge.

I would phone interview a lot and then have consultations with maybe three before you decide.
