I'd change his formula if you haven't done so already. Are you sure he's pooping and peeing normally? Usually you don't see much evidence since Mom is quick to clean them up.
There is a product for babies with gas. It's called Mylicon but I'm not sure of the dosage for a tiny pup. You could try massaging his belly to help relieve it.
Don't gauge his warmth by the other pups. They are much bigger and it won't be the same for your Charlie. Not saying he is cold, just don't go by the other pups for a reference. He should feel warm to the touch and should not be fed if he's the least bit chilled.
