I would think this would warn Max enough, but Max (14 week old) seems to get into fight mode and attempts to "attack" back.

It's at this point that I must separate them for fear that one is going to get hurt. How can I handle this before it becomes worse? Do I let them work it out? I intervene before I can actually see how they would work it out.
I would let them work it out. the youngster will learn. My older ones get one the puppies frequently, and the puppies squeal like they are being decapitated, but this is the way the older dogs teach the younger dogs..
