go outside with her on a 6 ft leash. stand in one spot and give her the potty command. then just stand there and ignore her. eventually she will go, then you get excited and give her a treat. its basically a waiting game, and you have to outlast her. If you've been out there for 30 minutes with no results take her back inside and put her in a small crate where she can't potty. after 5 minutes repeat the whole process. this is what i did with mine when she was a baby and i was house breaking her. only had to stand outside in the rain once for 30 minutes before she decided peeing fast is better then holding out and getting soaked.
