As with everything I post, I'll start by saying I'm not expert. However, I've found that often puppies can work out their differences. A cry is usually enough to get the other dog from being overbearing. If the aggressor doesn't stop after a sign like that, then, yes, I'd step in and break it up by giving the aggressor a NO and separating the dogs.
The first few months are real important to teach your pup bite inhibition. You can do that by letting out an OWW when your pup bites you. They need to learn that hard bites aren't allowed.
