For my dogs I had to pay an extra registration fee of $16. It is a one time fee. If I was you I'd go thru the humane society because they would use the chip that they have the reader for. All microchips do not use the same readers. You found two good prices. I had Simon and Nigels done at the Vets and it was $50 for each dog.
