I'm glad you found us! Congrats on your new Yorkie. Prepare to lose your heart to him...
Personally, if he was mine and he was doing well with pottying outside, that's what I'd really encourage and reward (treats and praise). I'm assuming, of course, that outside is your ultimate goal. It won't be too long until he'll be able to hold it long enough to go exclusively outdoors.
If you're wanting him to go inside (due to winter weather, etc), the first thing I'd do is wipe up some urine with the pee pad and leave the soiled one out for him to smell. You might do a search (in the blue bar above) for "pee pads". There's been alot of discussion about the best way to train using them.
