I didn't groom Ruby on a table at first, but in my lap. And, for daily grooming I still do. I use a table when I blow dry her after her bath, to trim ears and clip nails.
Is she still a puppy? If so, puppies are notorious for ripping up pee pads, it's usually a stage they will grow out of. I would try to distract her to play with other toys when you catch her ripping up the pad. Also, they sell plastic holders for pee pads on Amazon, I do think those help keep them from trying to chew on the pads.
