Default Refuses to go outside when its wet out

This summer I decided I was done with litter boxes and pee pads. When the weather is nice our training seems to go quite well but as soon as it is a little damp on the ground my little girl refuses to go outside.

I can lock her outside for up to an hour - she'll hold it and pee on the floor as soon as I let her in the house.

Or...I wait until I see signs of her needing to go (sniffing, pacing quickly around) and I'll put her outside. She will then hold it until she comes inside....I'll watch her like a hawk because I know she has to go but she'll leave my sight for 10 seconds and have a pee on the ground and be working on pooping on my floor

WHY IS GOING OUTSIDE SO TRAUMATIC?!!! What can I do? I feel like I am doing everything properly with the kennel training and monitoring, yet my girl has a bladder of steel and will hold it for hours until the perfect moment to do it in the house.
