Cooper is still very young and you have to give it more time if you want him to go outside. It will not happen over night..thats for sure. If you're home all day, I suggest you take him out every hour. He will catch on fast.

Indoor training works for some and not for others. It’s a personal preference and you have to decide if that something you want to do. You will have to stop the outside training until he's fully pad trained. You don't want to confuse him anymore. With any good training, you must make sure to reward with treats and give lots of praise.
