Puppy mills aren't necessarily large. There are a lot of smaller operations out there that have conditions just as bad. There are also a lot of Amish puppy mills up in your area. Bottom line is that the dogs are over bred, under cared for and absolutely NOT bred to improve the breed. The only thing that matters is fast turn around and cash flow.
You could get lucky and end up with a healthy dog from one. But it absolutely won't be the best pet you can have. Something that gets said around here a lot is "buy your breeder before you buy your dog." Take your time and do your research.
