You should try flea free. I had the same problem especially when I took in two baby kittens. I swear the fleas just wouldn't die. I don't think our landlord treated our yard. So the fleas would die on the animals but would juump right back on when the dogs went outside. I tried frontline, advantage, advantix, all the natural stuff I could find. Then I found comfortis. It was amazing. We moved and my babies got ticks on them so I found flea free and it worked even better than comfortis .. without all the chemicals.
