I would recommend a grid.
I'm trying to post some pictures of mine... but that's what I used, and Harley is 10 months and is 99% house broke. He also goes outside. Another thing that is important is to pick a cue and teach them it.

Harley goes on his tray during the day when he's inside, but if I time his walks right, he does his night pee and poo outside when we walk. With the grid for some reason they are a lot easier to bring outside. My breeder trains all her puppies on the grid, that way they aren't stuck on pee pads.

There are a lot of people who don't like this system but it really works for me, I like it and Harley did really well with it. Plus he goes outside too... and if we travel he still will go on a pee pad.
