Do you have other photos of him? He's old enough to be in full coat. He may have the gene of the coat that never gets there. Even though it's not a cotton coat, it can be very slow growing straight and tangle free. A pleasing coat to pet owners in regards to caring for this coat.

I don't think a pet owner should have to think of wrapping a coat. If they meet the standard, the coat should be there. You can't expect a show quality coat without protecting it. But pets should have nice coats and the ability to grow a beautiful long coat. A respectable breeder will be upfront with the pet person about what type of coat they are getting. This is a really important reason to get a puppy from the right breeder. Many people love a full coat with a bow everyday. Pet homes should be getting puppies that meet the standard, including a nice beautiful blue and tan silk coat.
