I have my puppy (9.5 weeks) in a playpen instead of a crate. One side has her pee pad and then the other half has enough room for her small bed and her food dish. There is NO room for running around. This works really well for us because she is able to sleep there and get up and potty if needed and since puppies this small shouldn't go all night without food (because of the hypoglycemia risk) she is able to have a midnight snack like she needs without my having to get up. This has worked absolutely wonderfully for us. You may also consider baby gating off a room in your house that has easy-to-clean floors (not carpet) to play/interact with her in when she is awake and you aren't outside. Until she is potty trained, you want to set her up to NOT have accidents so that it goes quicker, so letting her have access to your whole house is not a good idea. My puppy has a potty pad in this room as well as her playpen, so we have been having great success with pad training.
