Some breeders, keep them confined to their pens, away from the other dogs, so they don't learn proper dog ettiquett. Puppy mills leave them in small cages and that is where they have to eat sleep and potty, and they don't learn that they should leave the bed to potty. Those can be very difficult to housebreak.

I brought my baby home at about 9 weeks too, I had a breeder that allows them to have an hour alone with momma every day. (she had 3 litters at once so the rest of the pups just played with other moms and pups at that time), in a situation like this Harley got super socialized he played with other litters, played with his siblings, and momma, plus the breeder has a very young son and he gets time to desensitize the pups (they are kept away from him so not to get hurt, but eventually introduced), She also started potty training them...
If you have a breeder who does things like this, its ok to get them around this time because they are well socialized, just keep the socialization going and you should be fine. It's breeders like those mentioned in this quote, like puppy mills, and ones that confine the pups that you need to worry about.
