The socialization I was referring to is that which is taught by the mother on how to be a good dog.
She teaches them how to play nice and not bite and to know their place. They also learn to potty outside by example, that is if the breeder lets them out with the mother.
Some breeders, keep them confined to their pens, away from the other dogs, so they don't learn proper dog ettiquett. Puppy mills leave them in small cages and that is where they have to eat sleep and potty, and they don't learn that they should leave the bed to potty. Those can be very difficult to housebreak.
