I know if you saw something like this in a petstore you could call the department of health. You might try calling animal control or the humane society and see if they know about any puppy lemon laws. I also found this on a website:
" Check your local area A.S.P.C.A. group, call your local animal shelter, and county health officials to complain. In some states, such as Texas, the SPCA works with the county law enforcement to go in and investigate kennels when abuse is reported. If during the investigation and inspection it is found that laws are being broken, then the kennel is shut down and homes are found for the animals and charges are brought against the kennel owners. MANY puppy mills and terrible facilities have been shut down using SPCA and county officials, but it has to start with a complaint! If someone doesn't speak up, then NOTHING gets done and the abuse continues." Did you go to the breeders house to get your puppy, or did she meet you somewhere? Also, did you notice the other animals, or handle any and did you notice any problems with their skin? Did she give you any vet records for the puppy? I assume the puppy had been checked by a vet at some point. If you have her vet's name, you might be able to verify whether her vet actually did tell her the puppy would only be contagious to other puppies. I can't believe the other puppies and adult dogs aren't suffering from this too. Plus, she is probably going to continue to sell the puppies to other people. You really need to find someone to report her to. I wish I could tell you exactly who that is.
