Permethrin can make them feel like something is crawling on them. So the scratching could be a common (but not ok) reaction. I'd talk to the vet. They may want to medicate with something to stop it.
OP: I'd disconinue if it's causing lethargy or tiredness. It's a reaction and I'd hate to think that it could be worse next time.
