Omg potty training again

I have read all the postings on housebreaking,I have one yorkie completely housebroken with no problem ,I have jingle bells on the door that he rings ,I was so proud he has never had an accident.I also have one that was housebroken until i got a new puppy.The puppy is now almost a year old and still not housebroken Ive tried belly bands pee pads outside trainingand the only thing I got was a super sneaky yorkie.Every time i think im making progress i find he was hiding it in a new spot.We have been at this so long that my housebroken yorkie starts barking at the little one when he starts sniffing the carpet.any The little one hates the cold could this be the problem?The other 2 were trained to go outside .I have a fenced in yard plus a 20 by 20 area fenced in out the back door inside the big fence just to be super safe.could I be confusing him with the pads (not that he uses them only throw rugs I had to throw them all away.If I see him doing it he runs for the door.Any suggestions?He was also neutered.Help my house is stinky.
