I have a rescue too, 3 years and it's been a long road and she is still coming around. I think some rescues had a harder time then others or it's their personalty. Do you have a male living with you? If you do have that person do all the feeding and fun stuff. Don't spray water on her, have the person give her a treat. Positive reinforcement is better then negative.
