I stayed at the 4 Seasons before and it is very nice. It's a 5 star hotel, a lot better than many of the strip hotels. And yes, it's on the strip. It is strictly a hotel, not casino.

Yes, the strip is very crowded, especially during the weekends. I wouldn't walk a small dog there. However, there's a outdoor Premium Outlet Mall (new one in the north, not the old one in the south) that allows pets. You can take Thor there Las Vegas Premium Outlets
