That is so tragic and heartbreaking. I am so sorry for the little dog. It's possible, IMO that Chewy might have felt her loss. Stranger things have happened in the animal world.
As to your cousin, I hope you read her the riot act about her carelessness with her dog. Unfortunately with a lot of people like her, they shrug it off and get another dog, learning nothing.
