Personally I would never cut her hair. Dogs coat actually keep them warm on cold days and cool on hot days. They really should keep their coats.
I think if you change your dogs diet to home cooking or at least Innova or California Natural (they are made by the same company) it will help with her problems. The one thing that concerns me is her need to check out her bottom each time she pees. I'd take some of her urine in for testing, and her feces too. She could have some problems in those areas.
