Default ugh...potty training

Calvin will be seven months old next week and Bella will be four months old on Friday. I know Bella is still kind of young to get it but I would have thought that by now Calvin would have some inkling. I have been crate training them and in the beginning they were really good. Not going in their crate, etc. I also have the poochie bells and Bella would ring the bells when she was out of the crate to go outside. Now, it seems that they have both regressed to the point that they are even going in their crate. When they have free time out of the crate I have the pee pads down but all they do with them is tear them up. We have the xpen and I have the pee pads in there but I only use that when we are gone for long hours. Its so frustrating. I have read the posts on here about training and I have books on house training. I dont know what I am doing wrong or what else I can do. Any help would be appreciated.
