Got a few of these after a hike, the easiest way for me was to cut them out. They were near his paws and he doesn't sit still long enough for me to work them out of his paws. And since he is looking scruffy anyway I didn't mind cutting them out. Just work out enough of the fur with your fingers so you aren't cutting huge chunks of hair out and it won't be too noticable.
