So sorry to hear about Bailey. Steps can work, we use them to great effect and travel with them. But they will require some initial training, and even then in a mad rush ours sometimes skip steps, but will always hit at least one step if leaving our bed in a hurry. And at this point in time, I would not take any risks until he is healed from this trauma. You cannot easily stop a spazzing Yorkie pup from jumping, other than maybe using a harness in the house and constraining them if you want them on a couch or bed. This is hard enough for adult Yorkies. Good luck.
