There should be a law, but unfortunately I doubt there is. What about contacting a breed organization (like is there a pit bull breeder organization) or if they are registered AKC, not sure if they can do anything.

Worse case I would publicize you opinions against this breeder. We all know how much word of mouth can hurt a breeder or build one up. If she is unwilling to back down then the best you can do is post public reviews of experience... In order to do it properly I would call and inquire, ask questions about diseases and health of puppies and the parents, and then you have a first hand review of what she has to say. It's not a good idea to complain about her without actually being a potential customer, if that makes any sense...

Good luck... I agree I think irresponsible breeders fall into the same group as puppy mills, I think a lot of people summed it up in calling them "greeders"
