I haven't heard about any laws that say you can not breed a pair of dogs that will knowingly produce a puppy with some form of health issue. It's more of a 1) I can cover my money loss of putting the pups down with how much I'll get from the other dogs, 2) the breeder does not care for the dogs in her posession.
There should be a law against it, but then, there should be laws against so many things regarding animals that the law-makers look in the other direction of. Le sigh.
