IMO, yes it is necessary to have it available. They may give a pain shot post op, but that wears off before the next morning. You may not need to give it, but it's much better to have it and not use then need it and not have it. I ended up giving Rhett his pain meds for 2 days. By day 3, he was fully back to his old self.
Are you looking at Spay/Neuter clinics? Most tend to bare bones it. When I checked them out in my area, I found that if I wanted things like pre-op blood work and post op pain meds, I would have to pay extra. By the time I itemized everything out, my normal vet's estimate was right in line with the clinics.
