We have this one:
iCool Dog Cooling Mats
It stays cool to the touch, but not cold. Honestly, I'm not sure how much the dogs notice it, but I feel better about having it in their stroller just in case it makes a big difference. The only downside (and I don't know if I just have a defective mat or if this is normal) is that mine will totally deflate into just just the crunchy powdery stuff, and I have to soak it in water to get it to re-inflate again. The original directions said to add something like a cup of water every week to keep it in good condition, but that is nowhere near enough for ours.
