Welcome! Congrats on your new little furbutt.

8.5 weeks is a little young. Ideally, he should have stayed with his mom and litter mates until he was 12 weeks or more. There are important social skills he would have learned being with them. Does that mean he won't learn them now? No, it's just that you will have to be his teacher and it can be frustrating. One of the big things you'll have to teach is bite inhibition. Ladyjane posted a link to a great article here:

As for the white spot on his chest, he may have a parti gene or not.The parti gene means "partially colored" and is considered a fault in the coloring by AKC standards (I personally think they are pretty cute). I believe usually have more than just a white spot on their chest, though. There are several who breed Parti's on this board, and they should be able to tell you more about that for sure. You can find pictures of Parti Yorkies by googling the term. His breeder should have known if it was in the line or not. A lot of places I've seen links for say it's normal to have white spots on their feet, and that a white spot on the chest is predictive of a thick coat.

Ears: Some ears pop up on their own, others need coaxing by way of taping, and some never come up at all no matter what you do. The best predictor of ears going (and staying) up is the ancestry. Ears also have a tendency to flop during teething.

Potty training: There are lots of methods of potty training. Pee pads vs. outside, litter box...Crate training... The important thing to remember is that at 8.5 weeks your little man has an itty bitty bladder and almost no lag time between feeling the urge and actually going yet. Accidents are huge part of the territory. Don't scold after the fact- he isn't going to have any clue why you are upset- he's already forgotten that he just went.

There are some great threads in the library and stickies at the top of every section to help you find your way. This is a great one to start with:

Enjoy your new addition. And post pictures when you get a chance.
