Wow 40%.....off your next pup? More money. Reputable breeders will always reduce fee to repeat buyers. However, they will access a situation, if a pet was lost through an accident before placing another pet with the pet owners.

Others have already given you excellent advice. Micro mini, teacup, are definate red flags....but, that maybe what attracted you to this breeder.....You need to do some more research in these tinies. And remember no reputable breeds for tinies or will sell tinies, they are placed in preapproved homes, that understand the care of tinies, at no fee. As these breeders do not want to sell the possibility of heartache.
