well, socializing a puppy should start at day one at the breeder's hand, and in the family home the litter is being raised...
of course care and safety must be taken at all times not to let the puppies get in touch with anything contaminated, including shoes and hands.
The best age to take a puppy home is after 12 weeks old at least and second set of shots , and socialization must continue just as well, making sure you think safety ... yes it is ok to take the puppy to places with you but in your lap and not allowing people with unsanitary hands to pet it... the same caution needs to be taken when taking your puppy to the vets as it looks clean in there but a sick dog may have just walked through it ... in your lap or in the crate is safe .
2 weeks after your puppy has taken the last set of shots and the rabies it is pretty safe to take the puppy to walk to any of those public places, puppy classes and dog parks , public walkways , etc... as it takes about 2 weeks for the full effect of the the vaccines.
Usually puppies take 3 sets of puppy shots and rabies at least ... depending on your area your vet may recommend a few more shots to be done, like the lime disease for an example, but the that is the standard .
Socialization is quality time and stimuli and can be done safely without taking puppies to possibly contaminated areas , as long as the breeder and owner understand the safety procedures.
