I agree with everyone else. When you are going to take your little one out for a walk, attach the leash to a harness. I also have my little boy wear a collar, but that is simply for ID purposes only. You can use a breakaway cat collar for tags (ID). If they get snagged on anything, it breaks off instead of choking them.
And yes, your baby is still too young to be walking outside. Yorkie babies should have their last vaccinations at 16-18 weeks. It's best to wait 2 weeks after her last vaccinations to give her time to build up her immunity. You don't want to risk your baby getting sick.
