Yes, 12 weeks old is too young to go on walks other than around your house or yard. They really need to have all the shots done and even then I think you're suppose to wait about 10 days afterwards. They can catch so much walking where other dogs have been and I'm sure you don't want that to happen.

Yes, the harness is the best thing for your puppy to wear when you need to put them on a leash or ride in their car seat. I use clothing with a D-Ring or a silk harness.

You can have them wear a collar for the purpose of wearing their tags - if they require that in Ireland - but not for walking. Your baby might be a little quiet because she's not use to the collar around her neck. Maybe you could put it on for a little while - then take it off again - to try to get her familiar with it.
