I'd take your pup to another vet and explain the situation. With the cortisone and benadryl shot, your pup should have been better within hours.

With this reaction your pup should never chance another vaccine. Most vets will write a letter to that affect. And if they don't, guess what, I'd fly under the radar....I wouldn't chance my dogs life.
