Are you sure they aren't playing? I think puppies can get pretty verbal when they play. I know my 3 yr old yorkie makes a ton of noise, mostly growling when she plays with my IG puppy.
You might want to get this posted in the General Discussion so more people, especially breeders who have multiple puppies at one time see it.
