Some may have an older one needing placement for that amount. It just depends, most are that high because of the costs that are put into a breeding. And even the 1200-1500 range for a pet puppy does not cover those costs. I wish you luck on your search. There is a puppy out there matched for you, it is finding that baby that may take a while. Since you are just starting in college the timing may not be right. Puppies require alot of time and you may not have that much with going to school, studying, and working. Maybe an adult rescue may be a better choice.
