Your baby was taken away from her mother way too early that's why she was not taught any manners. You are her mommy now and it's up to you to teach her. I really have no experience but I'm sure lots of other people will have some good advice.
I'd keep doing what your doing, telling her firmly NO. Also maybe yelp when she bites you to give her a sign that it hurts. Do not pick her up when she is barking and whimpering at you, that will only teach her to get what she wants by displaying that behaviour.
