I always recommend bows on bands for puppies. They are lighter, stay in better, and aren't a choking hazard.

I'm "bow training" Lulu at the moment. She's now used to the grooming band being in but I do still have to distract her immediately after putting the grooming band in to keep her from picking at it. The two times she's had a bow in (one with grooming bands on back, the other on a barrette) she picked at it the entire time. We're still working on it & I refuse to give up!
