Aw, I am sorry Brenda. That sounds like such a tough situation that I couldn't deal with. It sounds like Rosie would be happier in a single dog home with maybe an older retired couple or something, to be honest. I know you didn't want to think about rehoming her, but it's just a thought.

Are both girls spayed? How much exercise do they get every day? If you can walk just the two of them together before you leave everytime, walking often times forms a bond, and dogs that will try to kill each other indoors are often fine on walks together. It might help a bit.

Obviously with Rosie coming from a puppy mill, she's got issues that are going to be really hard to resolve. I don't have experience with any puppy mill aggressive dogs like Rosie, so I'm not sure what to tell you.
