My pup has her play pen in my bedroom with her bed, pad, toys, food and water in.. my garden is completley fenced in so she cant get out when she's out there.
Have you thought of an oudoor kennel/run? my brother-in-law has a saluki greyhound and he has one of these.
Basically he has a huge kennel which is more like a shed LOL and he has attached a large run which is completley enclosed with a roof ontop for when she is outside.
She isn't in it for long periods of time but it gives her space to go potty and play and then the kennel acts as shelter for her.
