Sorry, I can't offer any help other than the previous replies in this thread. Since it's already 5 A.M. where you are, I hope you are able to get into the vet's first thing. Are you talking about a newborn pup? I wouldn't worry about getting her to eat for a few hours until the vet can see her. You wouldn't want her to aspirate. Just try keeping her warm and draft-free and patting her back to help break loose the congestion until you can get her to a vet.
